Well, that is something that most games, computer or even table top games, need to balance it out. When there is a huge variation in stats among players and/or participants, bonuses and penalties are usually set to be percentages instead of hard numbers.

Because, when each participant will have a difference in stats, a hard number can be either too high or not even noticeable. Take the example of the classic DxD and Monopoly game or Paradox's games. All those games have different resources which the quantity can vary wildly.

To make it even more relatable, lets use gold penalties and bonuses of events as a comparison. Adding +5 gold or taking -5 gold isn't very balanced in a long run.

The reason being that a player with 1000 gold and a good income won't even feel the difference. On the other hand, a player struggling or still at the early game will totally notice it. It's only really relevant to certain cases and players while irrelevant to others.

That is why lots of bonuses are calculated on percentages. That allows it to remain relevant during the whole game while still balanced. It makes it so that every participant, at any given time, will actually care about their decisions.

I'm glad someone took the time out to speak on this issue, I live in NYC and I've always said that I refuse to own a car here because the city government basically sees drivers as a source of income... literally every single driver I know has gotten a ticket at some point, often over the dumbest things. Cops actually have quotas for how many tickets they need to write per month (I'm very surprised that John Oliver didn't mention that, because I've heard cops in other parts of the country do it too). I am shocked to hear how bad it is in other states though.... absolutely barbaric how we treat poor people in America.

While I agree with many of the views of this show, in this case YOU ARE COMPLETELY IN THE WRONG Oliver. You are not a business owner nor a municipality, you have no fucking idea what you're talking about. You assume no cost associated with time lost by dealing with this or with payment delays of 3-12 months. Do you know how many small businesses went out of business because of the 90-day invoice delays that are common in most industries? Local municipalities have it even worse, they are no different than a guy living paycheck to paycheck, with the exception that this "paycheck" may be delayed by months or years. The very same late payment fines that screw over this small percentage of people discourage a much larger percentage from abusing the system. And sure, spending thousands of dollars on jailing a person over $2 beer can seems dumb, until the viewer realizes that what you picked up here is a worst-case scenario anecdote that's not at all representative of the system as a whole. Do you want your roads paved? Do you want them free of snow? Do you want a functional police and fire department in your area? Would you be ok if the city told you they have to shut down the fire station for a week (putting everyone in the city at risk) because the funds to operate it were used up paying the towing guy for some moron who didn't read a sign and now can't afford his towing fee? These very same people you're defending ultimately cost everyone else much more. And yes, the situation sucks, but the alternative of fucking everyone else up the ass because Bob is irresponsible is even worse. Bob is negligent, Bob should pay, not Mary. I deal first hand with this on a daily basis, I'm a landlord, do you know how much it sucks to have to explain to one tenant that I don't have the funds to paint the walls in common area because another tenant is 2 months late on their rent? Eventually it comes down to eviction, which itself is an expensive process. Isn't it fair that the people causing these unforeseen expenditures chip in to cover these costs via fines? Moreover, it's not a one-time occurrence like this episode makes it seem, it's the same people who run into these problems over and over, I have great tenants and ones who over time leech me of thousands of dollars with these tiny misdemeanors, only to start complaining when I shift these fees to them.

i got a ticket for blocking an intersection because the traffic I was following in the left lane stopped suddenly and it made us all slam on our brakes and then picked up a second later. Turns out all the cars in front of me saw 2 cop cars on the side of the road as they were turning left so they all slammed their brakes to slow down and that made me and 2 other cars block the intersection for a moment. The ticket was for 140 dollars and I couldnt pay it. The ticket happened in the month I needed to renew my registration so I couldnt renew it. But I had to keep going to work and taking my kids to school. I got stopped for expired registration 2 months later. Got a second ticket. And couldn't pay that one either. That was back in 2013. I was finally able to pay all of the fees and shit back in February of this year. i finally have an up to date registration and a legal license again. I spent 4 years of my life paranoid every time I drove.

"The reason that the rich were so rich, Vimes reasoned, was because they managed to spend less money.

Take boots, for example. He earned thirty-eight dollars a month plus allowances. A really good pair of leather boots cost fifty dollars. But an affordable pair of boots, which were sort of OK for a season or two and then leaked like hell when the cardboard gave out, cost about ten dollars. Those were the kind of boots Vimes always bought, and wore until the soles were so thin that he could tell where he was in Ankh-Morpork on a foggy night by the feel of the cobbles.

But the thing was that good boots lasted for years and years. A man who could afford fifty dollars had a pair of boots that'd still be keeping his feet dry in ten years' time, while the poor man who could only afford cheap boots would have spent a hundred dollars on boots in the same time and would still have wet feet.

This was the Captain Samuel Vimes 'Boots' theory of socioeconomic unfairness.”

Same here in small town Washington...who gets the new cop car? The one that writes the most tickets....

Absolutely agree that a 10 fold increase in fees and other fines (or even PRISON ... god ...) is CRAZY but I'm impressed with the price of gas that 41$ is that hard to pay quickly enough
Captain-Admiral
I ran through a stop sign on a moped I was trying to restore on my first test ride, found the brakes didn't work, tried to stop but couldn't, cop gave me a ticket for $238, the moped is worth $200, I also only make $25 per week.

I find it kind of hard to pity that guy who stole in shop, got caught, could not pay fine and got screwed because of it.
Was it fair that for 2 bucks of stolen items he get much much higher fine? It was about as much fair as is stealing from others.

That not so problem then you have free space in jails if private jails not 50% packed they loose taxpayers money, so is not Norway there 1200 drunk drivers wait in queue go to jail and outsourcing jail mates into Netherlands aka Guantanamo Havana :) jail industrial complex even bigger than military industrial then local policeman make donuts with armored vehicle M113 it means to much free space in jails and poor people always pack jails.

While I wholeheartedly agree with everything else in this, I don't see how "Amber" is supposed to be such a bitch. If she is willing to pay the fine and accept the ticket, why would she have to be nice about it?

This stuff makes me so mad because I know why that man sat for 60 days in jail even though it cost the city money. He say there because it probably made a private corporation like la Salle corrections tons of money every day he's wrongly in-prisoned.

As a criminal who's been arrested for causing less then $50 in damage nonviolently to private property I would like to apply to a major criminal organization. Please message me.

I'm ashamed to say it, but I used to speed (driving) all the time because I could afford it. Where I lived (Memphis, TN, USA) you just show up for court, spend about 30 - 60 minutes standing in line, and pay $75 - $125 for a speeding ticket. Plus, the courthouse was right downtown, so afterwards I would go out drinking, eating barbecue, and listening to live music on Beale St.

That system is wrong. I didn't care about the traffic laws because they were beneath me. I routinely broke the law because I could afford to do it. As long as you paid, it didn't even go on your driving record.

Seems like the solution is somewhat logical. 1st Do not speed, or park illegal, or in case of Florida, feed the alligators. 2nd, if you do get a fine, pay it, make it a priority, yes, it is a burden, but it is a must.

If you dont have rules and regulations, backed up by penalties you cant enforce laws.

Though on the other hand, hamster wheel laws that entrap you deeper and deeper need to be addressed.

As with this and other things, privatizing is the worst opportunistic bullshit companies and government come up with to screw over the less fortunate. Instead of just church and state separation, government and private companies should have a complete separation.

I had to pay a fine last year. I couldn't go to the courthouse and pay it because they use a company to collect fines. I didn't find an address to mail my payments, so I tried their website. Their website never worked. I had to make payments by phone. They charged 7 dollars each time, which totalled up to over 50 dollars just in 'convenience fees'. Finally, I paid it off. I went back to court to get my case dismissed, and my attorney tried to say I owed $400 more! I called bullshit, and so did the judge.

It's absolute dumbfuckery what is going on. These sleazy bastards seem to intentionally keep people who can't afford to pay in a neverending downward spiral.
